Polk County Democrats Central Committee Minutes
March 13, 2008
Christ Church, Monmouth, Oregon
Present: Paul Kugler, Darci Kugler, Dale Derouin, Lois Derouin, Kathy Smits, Dick May, Marylyn May, Marianna Timshel, Joanne Timshel, Carol Ferron, Jackie Pierce, Sue Wagner, Lisanne Pearcy, Bob Bray, John Westall, Pat Wheeler, Richard Riggs, Sarah Hoyt, Cythiann Schaible, Timothe Seelbach, David Papen, Suzanne Price, Linda E. Williams, David King, Alan Holland, Gloria Holland, Lloyd Chapman, Bruce Adams, Melanie Zermer.
Alan Holland began the meeting at 7:03 PM. He introduced Bruce Adams, former president of the Oregon Education Association and current chair of Americans United for Separation of Church and State, Columbia Chapter, who spoke on the First Freedom Caucus. The business meeting began at 8:07 PM. Chair Alan Holland made adjustments to the agenda. (At the end of the meeting) Lisanne Pearcy moved to accept the minutes of the last meeting. Motion passed.
Candidates: Updates were heard from the following local candidates:
- Lloyd Chapman, candidate for Mayor of Salem
- Jason Brown, candidate for House District 23
- Richard Riggs, candidate for House District 20
Campaign Support and Funding Policy: Timothe Seelbach orally summarized the draft of the recently developed campaign support and funding policy. The following actions were taken regarding the draft policy:
- By majority vote, it was agreed that the candidate questionnaire be given to the Executive Council and then to the Central Committee, but otherwise be kept confidential.
- By majority vote, it was agreed that the Polk County Democrats could endorse Democrats running for nonpartisan offices.
- Jason Brown moved to allow the Polk County Democratic Central Committee to endorse uncontested Democratic candidates after the filing deadline but before the primary election. Motion passed.
- Jason Brown moved to allow the endorsement of non-democratic candidates in races where there is no democratic candidate running for the seat.
- Lisanne Pearcy made a friendly motion to include the wording, "to be decided on a case-by-case basis. Motion passed.
- Alan Holland moved to end debate. Motion passed.
The original motion, with the friendly amendment wording included, passed.
- Lisanne Pearcy moved that the PDC-CC will only give funds to endorsed candidates. Motion passed.
- Lisanne Pearcy moved to grant access to VoteBuilder to Lloyd Chapman. Motion passed.
- By general consensus, the Central Committee agreed
*that we should leave open the option of contributing to the national campaign.
*that we should leave open the option of contributing to small house districts and state senate districts that include small parts of Polk Co.
*that editorial changes made at this meeting will be reflected in the policy.
Other:
Alan reported that the Buena Vista House fundraising dinner raised $1200.
Six Polk County precincts don't have PCP's, and encouraged members to write in persons who are interested but missed the filing deadline.
Alan asked committee members to sign up to attend the 5th Congressional District convention, which will elect delegates to attend the State and National Democratic Conventions.
The meeting was adjourned at 9:38 PM.
