7:05- 7:50: Pat Weaver introduced Dr. Todd Jarvis, Senior Researcher, Institute for Water and Watersheds Oregon State University. Topic: Measure 37 and Dueling Water Experts: Why the future of groundwater use may look nothing like the past.  Following the presentation and question period there was a break of about 10 minutes. Most of our guests left during the break.

VI. Reports

A. Financial Report - Linda Williams, treasurer

Linda E. Williams officially became the new treasurer June 11,2007.

Checking Account: $1128.80 + Saving Account: $500.25 = $1629.05

The central committee members were reminded of the importance of providing all pertinent information concerning contributions (in-kind and cash), accounts receivable (pledges) and potential accounts payable to the treasurer in a timely manner.

A letter was read to the committee - dated June 6, 2007 from John Lindbeck, Elections Division Director - to paraphrase - stating that beginning July 1, 2007 late and insufficient filing penalties will once again be fully enforced. There had been an adjustment period beginning January 1, 2007 while committee treasurers became familiar with the state's new online reporting system (all committees must use this new system to file campaign reports).

The Schedule of Transaction Deadlines for 2007 Elections from the 2007 Campaign Finance Manual was read to the central committee. Fred Brown, fundraising chair, asked for and was provided with a copy of the Schedule of Transaction Deadlines.

The treasurer also read from Secretary of State, Temporary Administrative Rules dated May 2,2007...in part ..."When personal funds are spent on behalf of a committee by any person they are reported as either in-kind contributions to the committee or personal expenditures for reimbursement."

Executive Committee - Suzi Price: Committees should send summary of meetings to executive committee.

Volunteer Recruitment & Support - David Papen, Jackie Pierce David passed around copies of a handout received at the recent training in Corvallis, "Recruiting & Developing Democratic Party Volunteers" Suzi Price demonstrated how to use the green and blue cards developed by the volunteer committee for use when canvassing door to door or by phone.

Finance & Fundraising - Fred Brown: Posters are ready to be put up for the July 14 fundraiser.

Callers are needed to get donations of wine for the fundraiser.

In-kind donation forms for the Squantum Whiffle Auction items must be filled out and given either to Jean Astrinsky or Fred Brown. Fred/Jean will then get the forms to the treasurer in a timely manner.

Fundraising committee needs help with everything.

Communications - Wendy Brokaw: ,Wendy spoke about the websites - Polk Dems site and the Squantum Whiffle site.  A logo was passed around for all to see. Wendy asked the central committee to approve the 10QO desiQn. The design was approved. June 13, 2007 - Wendy Brokaw produced a CCTV (Capitol City TV - cable access) program featuring Roundhouse Band (one of the bands scheduled to play at this year's Squantum Whiffle) to promote the Polk Democrats' July 14, 2007 fundraiser.

Candidate; Karen Green: Richard Riggs was elected to his position on the Chemeketa Community College board. Polk County Democrats supported his candidacy with canvassing efforts and the placement of one newspaper ad.

Sell tickets for the Squantum Whiffle fundraiser because we need money for candidates.

Also, from Karen Green - Benton County will help with the 4th of July parade (Western Days). Please sign up to participate.           

VII. New Business:

A. Fairs - Suzi Price will be responsible for small fairs but welcomes anyone who would like to help. Anyone willing to work at the State Fair booth or willing to house out of town Democrats who may be working at the State Fair booth, please contact tom@dpo.ofQ

B. July 28 Food Drive - Linda Williams asked the central committee members to consider taking part in a food drive. At the very least, we should donate food ourselves.  Fred Brown said that he could probably incorporate the food drive into the Squantum Whiffle effort.

C. Election Protection - Dennis McCafferty presented a written report entitled, Recommendations on Ballot Security in Future Polk County Elections.

  • VIII. Announcements/For the Good of the Order:

The July meeting will be earlier to allow for a more relaxed family friendly potluck before the business meeting. The meeting will be in the previously scheduled location at Christ Church, 412 W. Clay Street in Monmouth as usual.

August Meeting - Suzi Price: The August meeting time will be early to make time for a potluck before the business meeting. The August meeting will not be held at Salem Electric in Salem as previously scheduled but instead at the home of Kris Heath.

Volunteers are needed to bring refreshments to Central Committee meetings; See Kris Heath.
