Present were 24 people: Jean Astrinsky, Wendy Brokaw, Jason Brown, Carol Ferron, Tom Ferron, Kris Heath, Alan Holland, Dick May, Marylyn May, Dennis McCaffrey, David Papen, Lisanne Pearcy, Jackie Pierce, Suzanne Price, Dick Reynolds, Sharon Reynolds, Richard Riggs, Shannon Riggs, James Roten, Marti Sohn, John Westall, Pat Wheeler, Linda Williams, also Randi Roten.

IV. Approve Minutes from last meeting. Minutes from February Meeting postponed to March 8.
Alan Holland, Chair, led Flag Salute. He invited CC members to share their opinions about including the Flag Salute by phone during the coming month.
V. Financial Report - Dick Reynolds See VII A.
VI. Committee Reports
A. Executive Committee- Alan Holland No minutes. Budget.
B. Process & Rules - Timothe Seelbach Not present; no meeting. See VII B.
C. Volunteer Recruitment & Support - David Papen, Jackie Pierce Both chairs presented the plans for the year and the job description of a PCP included on Attachment VI.C. They emphasized contacting and listening to each Democrat, training, and precinct teamwork. Minutes See attachment VIC.
C. Finance & Fundraising - Fred Brown Not present; no minutes submitted.
D. Events - Kathy Smits Not present. No minutes submitted.
E. Communications - Wendy Brokaw; no minutes submitted. Meeting with Rich, Jean Astrinsky and Jim MacDonald, Newsletter up on website. News is shared with Marion, Douglas and Yamhill County Dems. Wendy would like submissions, including Committee news and events, by the middle of the month. The next meeting is on February 21, at 6:30 at the Independence Library.
F. Legislative, Rich Riggs - No minutes. Attended lobbying forum. MIPRAP on Feb. 27th will be lobbying for lobby reform. Noted OR Legislative website as an excellent resource.
G Candidate - No minutes. Karen Green reported that a small group has agreed to meet and develop a year long strategy, putting out feelers for potential candidates.
H. City Council Watch: Jean Astrinsky reported on new position in Monmouth City Council. Need for other people to step forward and attend local City Council and Planning Commission Meetings on a regular basis.
I. Other Delegated Action: Dennis McCaffrey Elections Report
See Attachment VI G "Observation of the 2006 Election"
ACTION: Alan asked Dennis to give the above document to Val Unger and to the Elections Committee. Alan suggested the CC come up with suggestions, recommendations as a group for a further report. Tom Ferron suggested Polk County Republicans be included in this effort.
VII New Business:
A. Budget Proposal, Dick Reynolds presented the Draft 2007 Budget put together by the Executive Committee; See Attachment IV.
The budget was built on Committee proposals received and last year's expenditures. Actual income was 10, 379. Dick Reynolds emphasized that the budget planning considers a two year cycle, this being year one. "The focus on fundraising this year will allow campaign contributions for next major election cycle; emphasis also will be given volunteer recruitment & training, inclusiveness, by-laws (policy SHP) maintenance."
An additional $275 was allocated to general Events Committee expenditures, making total expenses of $7300 and carryover of $3200.
APPROVED MOTION: The budget was passed as amended.
B. Strategic Plan Discussion/activity, Suzi Price . Input into Strategic Plan encouraged. The Plan will be posted on the website with accomplished objectives noted. PCPs Officers and Committee Chairs will be interviewed in refining old implementations of objectives and setting new goals for implementation. Three issues are identified as Key: How can we improve the inclusiveness of our organization, espc young families; how can we attract new active PCPs; how much as a group do we want to increase our efforts in registering voters?
C. Special District Elections this year, Karen Green Karen has assembled a list of all offices up for election in 2007 in Polk County. She asked for input on each candidate and election. See Attachment VII. C.
D. Request PCP's to attend community meetings; list provided.
E. Measure 37. Pat Wheeler, a member of Friends of Polk County, the local branch of 1000 Friends of Oregon, presented "An Update on Land Use Issues, M37 and Citizen Involvement in Polk County". See Attachment VII. E.
PC Commissioners will meet at 9:00 on Tuesday, Feb. 13 (later changed to Wed. SHP) for a Work Session, including consideration of deactivating the Citizen's Advisory Boards, volunteer committees which the Commissioners say pose liability issues.
APPROVED MOTION: PCD will send a letter to Gov. Kulongoski supporting 501. Accepted by voice vote with no discussion.
APPROVED MOTION: Karen moved that "PCD task Karen Green and Pat Wheeler, having heard the sense of the group, to prepare for th approval and actions by the Executive Committee, a statement of our position on the Polk County Advisory Committee"
Discussion: Committees should be retained. Jason suggested a warning statement as to the possible outcomes of deactivating the committees. Pat suggested that we ask that the regulations covering creation of the committees be reviewed by the Commissioners. The group agreed on the latter approach.
E. Rick Crone, Recording Secretary has emailed a letter of resignation to Alan Holland. ELECTION Nominations were taken from the floor for a new Recording Secretary. Jon Roten and Gloria Holland Smith were nominated. Voting was secret ballots. Gloria Holland Smith was elected Recording Secretary.
