Regular Meeting of the Central Committee

The meeting was called to order at 7:00pm. Twenty-seven people were present: Jean Astrinsky, Fred Brown, Jason Brown, Rick Crone, Pat Dixon, Carol Ferron, Tom Ferron, Connie Garcia, Karen Green, Kris Heath, Alan Holland, Tracy Johnson, David King, Dick May, Marylyn May, Jim McDonald, David Papen, Lisanne Pearcy, Jackie Pierce, Suzanne Price, Dick Reynolds, Sharon Reynolds, Richard Riggs, Timothe Seelbach, John Westall, Pat Wheeler, Linda Williams.
The Chair presided and the Recording Secretary was present. Chair Alan Holland led the group in the pledge of allegiance. The Chair introduced and welcomed new attendees Rick Crone and Richard Riggs. Minutes approved: Minutes from the previous CC meeting were approved by unanimous voice vote. Treasurers Report: (from Summary Statement of Contributions and Expenditures for General Election, attached) Treasurer Dick Reynolds reported the following for the 2006 election: total contributions received (including in-kind): $9,163.18; 81; total expenditures (including in-kind): $14,998; ending cash balance: $2,094.43. We contributed over $8,000 in cash to candidates. Committee Reports Executive Committee: Chair Alan Holland announced the names of our new and continuing Committee Chairs:

Alan urged all committee chairs to contact their current and prospective committee members as soon as possible, to meet and set regular meeting dates and committee goals. Sign-up sheets for committee members were circulated. Vice Chair Suzanne Price will send out more specific instructions to each chair, including deadlines for submitting draft budgets to the EC. Alan asked Dick Reynolds to explore the feasibility of year-round office space for PCD and report
back to the group. Alan thanked Dick and Sharon for their generosity in donating their personal business office space at H & R Block in Monmouth for PCD use. Process & Rules Committee: Deferred until next meeting. Volunteer Recruitment & Support Committee: Suzanne Price reported that they have met and developed goals and a budget for the coming year. She noted the importance of keeping up the momentum from the recent election in precincts. She also stressed the importance of welcoming and reaching out to new people. Chair Alan Holland added that several PCD volunteers attended an Officer/Leadership Training last Sunday presented by Jesse Bontecou and Meredith Wood-Smith of the DPO. County officers from Marion County and Yamhill County were also in attendance. Finance & Fundraising Committee: Fred Brown asked for direction regarding initiating a fundraiser mailing. Discussion followed related to the best timing and need for volunteers to do follow-up phone calls. It was decided that Dick Reynolds will do a cost analysis, then he and Fred will present a proposal to the EC. Fred Brown emphasized for an early start on planning this year's Squantum Whiffle Blue Grass Festival. He asked for volunteers, and stressed the need for lots of volunteers to get involved. Candidate Development & Support: No report. Platform Committee: Report deferred until next meeting. Events Committee: Report deferred until next meeting.
Jim McDonald reported on the Ron Wyden Town Hall meeting that took place recently inMonmouth. He said much of the question and discussion centered on the Iraq War and foreign policy as well as senior issues. Jim noted there was a "packed house" at the Monmouth Library where the event was held. Communication Committee: Report deferred until next meeting. Volunteer Recognition
Corresponding Secretary Lisanne Pearcy was recognized for her enormous contributions to the PCD. She has performed so many duties for the PCD it would be difficult to list them all. Chair Alan Holland thanked Lisanne on behalf of all members. Former Chair Karen Green was also recognized for the superb job she did as PCD Chair during the very busy election year. The Chair presented Karen with a beautiful scrapbook (created by Wendy
Brokaw) with photographs and letters submitted by PCD members and candidates. Alan also thanked Recording Secretary Pat Dixon for faithfully taking minutes and getting them out to members this past year. Old Business
Election Reform in Polk County: Tom Ferron announced that members of the PCD are following up on concerns involving voting and ballot oversight and collection procedures in Polk County. He proposed the idea of Polk County Republicans and Democrats coming together to express these concerns to the proper authorities. Tom is working with Dennis McCaffrey, Jackie Pierce and others to put together a summary of concerns and proposed actions. They will report back at the next CC meeting.
Volunteer Database: Suzanne Price announced that the DPO has a web-based database service (GetActive), which is available to PCD for a fee of $127.00 per year. Suzanne talked about the features and benefits of this service could provide. The EC has voted to approve these funds. Action Item: The CC approved the use of GetActive by unanimous voice. Election of PCD CC Officers and Delegates:
Chair Alan Holland appointed Lisanne Pearcy to conduct the elections, as she has chosen not to run for any positions. Sharon Reynolds and Fred Brown volunteered to act as election assistants and vote-counters. The following people were nominated and elected by unanimous voice vote for CC officers:

The purpose and duties of delegates and alternates to the State Central Committee and Fifth Congressional District Committee were reviewed.
The following people were nominated to serve as our delegates to the State Central Committee. They were elected by secret ballot in rank order to serve in the following positions:
Delegate-Jason Brown
First Alternate Delegate-Connie Garcia
Second Alternate Delegate- Karen Green*
Third Alternate Delegate- Jim McDonald*
(Note that our Chair and Vice Chair, Alan Holland and Suzanne Price, are automatic delegates to the State Central Committee according to our bylaws.)
* The final ballot count reversed these two positions results from what was announced in the meeting.
The following people were nominated to serve as our delegates and alternates to the Fifth Congressional District Committee. They were elected by secret ballot in rank order to serve in the following positions:

Congratulations and thanks to all new officers and delegates! Announcements
Fred Brown reminded us that the PCD has committed to litter pick-up at the intersection of Highway 22 and Highway 99W in Rickreall four times a year. We are responsible for both sides of the road, extending one-half mile in all four directions from the center of the intersection. It is required for all litter patrol volunteers to watch a 20-minute video on safety. Fred will show the video at the next CC meeting. Dick Reynolds will provide a DVD player and projector.
Lisanne Pearcy asked those interested to sign a petition asking the Governor and state legislators to suspend land-use actions allowed under Measure 37 and hold public hearings on fixing Oregon's land-use laws. Dick and Sharon Reynolds will now be PCPs for precinct 162 (previously 106). Fred Brown has a supply of PCD bumper stickers available free. Linda Williams has a petition for members to sign if interested. It is a statement against the escalation of the Iraq War.
Marion County Democrats are holding a fundraiser February 13th at the Grand Ballroom in Salem. Paul Evans will speak, and there will be a silent auction.
There will be a Welcome Home party for Paul Evans February 28th. The location will be announced later.
Jean Astrinsky would like to be on the Feb. CC agenda to report on Monmouth City Council meetings.
The meeting adjourned at 9:25pm.The next meeting will be held February 8th, 7 PM, at the Salem Electric Building, 633 7th Ave. NW, West Salem.
