January 10, 2008, 7:00 pm

Present: Linda Williams, Suzanne Price, Marilyn May, Dick May, Mariana Timshel, Joanne Timshel, Rich Riggs, David King, Kathy Smits, Timothe Seelbach, David Papen, Josh Roten, Jim Rotem, Alan Holland, Gloria Holland, Carol Ferron, Jackie Pierc3, Lisanne Pearcy, Jason Brown, and visiting from Marion County, Wayne Baum.
Chair Alan Holland called the meeting to order at 7:05 pm. The chair introduced the Executive Committee and reviewed and corrected the agenda. Volunteer awards that have not been given out will be mailed to recipients.
Rich Riggs moved that the minutes from the December meeting be approved. The motion passed.
Financial Report: Linda Williams distributed the year-end financial summary. To date, the Polk County Democrats have $6188.73 and $900 in pledges.
Committee Reports:
A. Executive: Alan Holland reported that the Committee Chairs have met and made a 2008 Polk County Democrat Calendar, available on the back of the agenda.
Alan encouraged PCP's to attend the VAN training, to be held Saturday,
January 26 at Linn-Benton Community College in Albany from 10:00 AM-2:00 PM. Information will be available on the Polk Dems website for this and other trainings. A manual which is available is also referred to as Vote-Builder.
B.Candidate Development: Rich Riggs reported that the Secretary of State
offers training for using OR-Star, which keeps track of campaign finances.
Rich stepped down as Chair of the Candidate Development Committee and announced his intent to run for the House of Representatives against Republican incumbent, Vicki Berger.
C.Communications: Alan Holland announced that Wendy Brokaw is providing a video of the Secretary of State Forum, which occurred at the December Polk County Central Committee meeting. The CCTV schedule of the showings will be posted on the Polk Dems website.
Alan asked for volunteers to take over as chair of the communications committee.
D. Events: Kathy Smits announced that issues to be discussed at future Central Committee meetings will generally be in regards to those of current concern such as health care or will involve support for candidates.
Kathy also suggested that the Polk Democrats sponsor a small fundraiser with a dinner at Buena Vista House for 25-30 people. Alan suggested setting the price at $50. Kathy also suggested hosting an event at Airlie Winery during the summer.
Kathy Smits explained that we don't have e-mails for about 400 Polk Democrats, and she asked for help in calling targeted people to ascertain if these people are viable voters and to get their current information.
E. Fundraisers: Alan asked for a volunteer to step up to be fundraising chair to
coordinate fundraising events.
F. Platform: Jason Brown suggested that anyone wanting to lobby the upcoming legislature will want to check out the legislative website.
Jason announced that he will be running for House District 23 and
asked for donations to help his campaign. Jason will be holding an organizational meeting on Saturday, January 19, from 10:00 AM - 2:00 PM at the Independence Library. All are welcome.
Jason also resigned as chair of the Platform Committee.
G. Process and Rules: Timothe Seelbach announced that the committee met and concluded that fundraising and candidate support are two major priorities of the Central Committee.
Lisanne Pearcy distributed the Draft Form -Proposal for PCD Event or Project. The form is intended to help serve as a worksheet to help Polk County Democrats when arranging an event. Lisanne suggested that the form be put on the PCD's website and that changes to the for will be made as the form is used and changes are needed. A completed form would be presented to the PCD- Executive Council for approval.
Suzi Price presented a "tool kit" (notebook) for running fairs as an example of a "kit" to be developed for fundraising or other activities. The Committee plans to develop these kits throughout the coming year.
The Process and Rules committee will meet on January 24 at 7:00 PM at the home of Rich Riggs to discuss a process policy for funding candidates, The process will be presented to the Central Committee for approval. Anyone wishing to give input is welcome to attend the meeting and may contact Rich Riggs for further information.
Volunteer Recruitment: David Papen suggested that we organize 15-16,000 votes to defeat Republicans in Polk County in the next general election. A list of Democrats might include some independents and others not now strongly affiliated with a party.
Ballot measures will be published in August.
A Volunteer meeting will be held January 20 at 3:00 PM at the Independence Library. For further information, call David Papen at 503-364-7963.
New Business:
A. PCD-CC 2008 Budget: Linda Williams distributed 5 variations of a Draft Budget Proposal for 2008, explaining each proposal.
Dick May moved to approve the Draft Budget E. The motion passed by voice vote.
B. Pentacle Theater Fundraiser: Lisanne Pearcy reported that a benefit performance for the Polk County Democrats has been scheduled for June 4, 7:30 PM at the Pentacle Theater in West Salem. The play is titled Betty the Yeti. Council members will need to sell tickets and could possibly sell our own refreshments, not to include beverages. Lisanne proposed we sell the tickets for $20 each for 189 seats. The profit would be @2280. Additional money to support the Polk County Democrats could be garnered during the play's intermission. Lisanne also suggested that the tickets could be sold as soon as they become available and picked up at the ticket office on the night of the performance. Linda Williams made it clear that all ticket sales must be reported to her within one week of the sale.
Kathy Smits moved to approve the Pentacle fundraiser as presented by Lisanne Pearcy. The motion passed.
C. Other:
Lisanne Pearcy moved to allocate up to $50 for VAN training on January 26. The motion passed.

Chair Alan Holland began the meeting at 7:01 pm. The chair asked for and made changes to the agenda.
The chair introduced Aaron Felton, candidate for Polk County District Attorney.
The chair introduced the guest speaker, Wayne Kinney, representing the Democratic National Committee, who discussed the Delegate Selection Process for the Democratic National Convention.. For more information, contact Mr. Kinney at Wayne@DPO.org .
Chair Alan Holland called the business meeting to order at 8:40 pm. The minutes of the last meeting were approved by acclamation.
Financial Report: Linda Williams reported that the Polk County Democrats have $7160 in the bank, with a few small outstanding debts
Committee Reports:
A. Executive: Alan announced that the March 5, 2008 fundraising event at Buena Vista House is set.
Alan also announced that a flag that flew over the Nation’s Capitol today will be sent to the Polk County Democrats by Rep. Darlene Hooley.
B. Candidate Development: Timothe Seelbach reported that candidate funding was the focus of discussion at a meeting at Rich Riggs’ home. More work will be done on February 21 at Suzi Price’s home. Interested people are invited to attend.
C. Platform: Jason Brown reported that at the legislature, during this extra session, many meetings are taking place, but funding will be short this year.
Alan Holland reported that there will be a caucus to be held April 12-14 to develop a State Party Platform, and asked for people to volunteer to get together on February 23 to develop a county party platform in preparation for the April Caucus. Anyone interested needs to contact Alan.
Alan also reported that the Oregon State Central Committee of the Democratic Party passed two resolutions on February 10, 2008:
• Res 2007-033, Supporting Open Source Software for Electronic Vote Counting
• Res 07-037, Calling for the impeachment of President George W. Bush and Vice President Richard Cheney
D. Events: Kathy Smits reported on perspective topics for future meetings. Also, Kathy is working to contact the 450 people in Polk County who do not have working e-mails. She asked for volunteers to make calls to these people. Suzi Price, Jackie Pierce, CynthiAnn Schaible, and Dick May volunteered.
Other: David Papen reported that the goal in each precinct should be to increase voter registration by 5%. April 29 is the last day to register to vote in the May 20, 2008 primary election.
Alan recommended that everyone sign up for the Neighbor to Neighbor Program. Forms are available on-line, or contact Alan.
The chair introduced Carl Fisher from Western Oregon University Student Democrats who reported that students are having a student mock caucus, and they need money to buy political signs. He asked for $100. The event will be held on campus on March 6 at 6:00 pm at the Columbia Room, Werner University Center.
Jason Brown moved to contribute $100 to WOU Democrats for their upcoming caucus event. The motion passed.
Lizanne Pearcy reminded people to sell tickets to the Pentacle Fundraiser.
The Squantum Whiffle fundraiser was discussed. Jason Brown moved to release the reservation at Dancing Oaks Nursery for the Squantum Whiffle. The motion passed.
Alan stated that the calendar has been updated.
March 15 is the next scheduled litter patrol pick-up.
The next meeting will be held on March 13, 7:00 pm atChrist Church, Monmouth, Oregon, with social time beginning at 6:30.

Candidates: Updates were heard from the following local candidates:
Campaign Support and Funding Policy: Timothe Seelbach orally summarized the draft of the recently developed campaign support and funding policy. The following actions were taken regarding the draft policy:
The original motion, with the friendly amendment wording included, passed.
*that we should leave open the option of contributing to the national campaign.
*that we should leave open the option of contributing to small house districts and state senate districts that include small parts of Polk Co.
*that editorial changes made at this meeting will be reflected in the policy.
Other:
Alan reported that the Buena Vista House fundraising dinner raised $1200.
Six Polk County precincts don't have PCP's, and encouraged members to write in persons who are interested but missed the filing deadline.
Alan asked committee members to sign up to attend the 5th Congressional District convention, which will elect delegates to attend the State and National Democratic Conventions.

April 1, 2008, at the home of Suzanne Price
Present: Alan Holland, Gloria Holland, Linda Williams, Suzi Price
Alan distributed and reviewed a handout designed to help voters learn how to become a PCP. Linda suggested that Alan add to the Hand Out something about the perks of being a PCP and alan agreed to rewrite the document to include duties and responsibilities before sending it out.
Suzi taught Alan how to send an e-blast.
The Litter Patrol is scheduled for this coming Saturday at 10:00 AM in Rickreall.
An Obama canvass will be held at Bagels and Bistro on Saturday from 10:00 AM - 2:00 PM.
An e-mail blast will be sent regarding an Obama campaign press conference to be held April 2, 9:30 AM at the Capitol in Salem.
Alan suggested that the PCD have a candidate forum for the 5th Congressional District candidates and he will work toward that goal. Alan will suggest to Wayne Baum that Polk County work cooperatively with Marion County.
Neighbor-to-neighbor: PCP expectations need to be defined. Alan will ask Autumn Wilburn of the DPO when the N2N leaders will be set and how groups will be assigned.
Linda Williams and Jackie Pierce and Alan are delegates to the DPO Platform Committee, to be held April 11-13 at the Eugene Hilton.
Linda will send Alan information so he can send thank you letters to donors who have given $50 or more in cash or over $100 in kind to the PCD.
Suzi discussed a Tax Workshop about Board Policies. She asked if the board could allow $20 for Timothe Selbach to go. It was agreed that the $20 will come out of the "Process and Rules" Budget.
Voce Hispana will be held on April 12, starting in Independence.
Suzi explained that an e-mail letter from Jill Thorne, DPO Vice Chair was sent for the purpose of explaining the DPO's stand on endorsing non-democratic candidates. The policy is to deny access to the DPO Voter file to counties that endorse non-democratic candidates. A discussion of the issue followed.
Suzi distributed a handout charting the level of support the PCD's offer for each office or issue ranging from the Federal to the District levels of government.

Alan Holland introduced Ross Swartzendruber as the new Polk County Democrat Candidate Development and Support Chair.
Alan will call Darci and Paul Kuglar regarding writing in a name as a PCP. Attendees were encouraged to call the Mayor of Independence to encourage him to ask people to put names on the ballot as PCP's.
Financial:
Linda Williams distributed and discussed the financial report. People are encouraged to continue selling tickets to Pentacle's Betty the Yeti.
Events:
Kathy Smits reported that an event has been planned for September 14, 2008 at Airlie Winery, 1:30-4:00 as a potluck/fundraiser.
New business:
Ross Swartzendruber, Candidate Committee Chair, reported on a candidate contribution proposal coming from the Candidate Committee.
Jackie Pierce moved and it was seconded that the PCD Central Committee endorse Rich Riggs and Jason Brown for House Districts 20 and 23 respectively.
In light of the endorsement process voted on at the last meeting, Jason Brown brought forth a friendly amendment stating that Jason Brown would receive money and an endorsement only after winning the May 20 primary election. That amendment was approved by Jackie Pierce. (It should be noted that in this primary election, Jason Brown faces a Democratic opponent, while Rich Riggs faces no opponent.) Motion passed.
Suzi Price moved and it was seconded that the Polk County Democratic Central Committee allocate $1100 to the PCD's endorsed candidates in House Districts 20 and 23. The motion passed.
Jackie Pierce moved and it was seconded that the PCD-CC endorse Lloyd Chapman for mayor of Salem. The motion passed.
Rich Riggs moved and it was seconded that the PCD-CC formally approve sending $32 to Linn County for a Democratic Forum recently held in Linn County. The motion passed.
Suzi Price reported that she is not going to be working as coordinator of the fairs after this year, and the PCD's will need four people to take over the job:

1 Western Days Coordinator
1 Dallas Summerfest Coordinator
1 Polk County Fair Coordinator
Suzi further reported that booth-sitting time requires about 300 hours. Additionally, this year, we want to register voters, and these volunteers could be people who are not sitting at the booths. Suzi's request was that CC members ask friends to participate in volunteering at the fairs.

Alan Holland reported that Kevin Nortness will run in the Senate District 12 race against Brian Boquist.
Ross Swartzendruber has been hired to work on the Jason Brown campaign.
At the 5th District convention, held June 7, 2008 in Salem, Walter Dawson of Falls City was elected as the 5th District Obama Delegate to the Democratic National Convention.
The Oregon State Democratic Convention will be held in Monmouth on June 21, beginning at 1:00 PM.
The Democratic Party of Oregon has asked Polk County Democrats to sell food and refreshments at the state convention. Peter Wells, Timothe Seelbach, and David Papen volunteered to form a committee to work on getting volunteers and to organize the logistics of providing refreshments at the state convention.
The DPO National Canvass Day is July 26.
July 7 is the deadline for petition gatherers to acquire enough signatures to get initiatives on the November ballot.
Financial:
Linda Williams reported that the recent Pentacle Theater benefit performance of Betty the Yeti garnered $3385 in gross profits, and $1765.99 in net profits to come to the Polk County Democrats.

Events:
Kathy Smits reported that the phone tree needs to be used only once a month.
Kathy also reported that Airlie Winery will hold a fundraiser for the Polk County Democrats on September 14th. People will be asked to bring light snacks. Some candidates are expected to be in attendance.
Polk County Commission Report:
Commissioner Ron Dodge reported that AFSME Local 173 and Polk County agreed on a contract for the county employees. The contract is written very favorably for union members.
It was suggested that a forum be set up to hear Aaron Felton and Stan Butterfield, who are running for Polk County District Attorney.
Business:
Alan Holland reported on the findings of the endorsement committee. A chart of the findings was available for attendees to study.
Lisanne Pearcy moved and it was seconded that the Polk County Democratic Central Committee endorse Jeff Merkely for US Senate and Kurt Schrader for 5th Congressional District Representative. The motion passed.
It was suggested that the literature that goes out from Polk County say that people are encouraged to vote the entire Democratic Party ticket.
Lisanne Pearcy moved and it was seconded that the Polk County Democratic Central Committee agrees to provide its contact (aka "Friends") list to endorse candidates, with the understanding that the list is confidential and is to be kept confidential. The list is to be used for the candidate's campaign only and not disseminated further. (An acceptance form will be provided to the candidates, and an "op-out" provision will appear with each e-mail sent to said "Friends".) Motion passed with unanimous voice vote.
Litter Patrol:
Dick May reported that Fred Brown is going to talk to the State about mowing our designated litter patrol area. Fred asked to put the patrol off until the last weekend in July. Dick will work with Fred on the date, which could occur mid-week.
Other:
Jackie Pierce asked central committee members to support an endeavor to allow workers to form a union by signing a petition to do so. Central Committee members were asked to sign a post card in support of this effort.
Lisanne Pearcy moved and it was seconded that the Polk County Central Committee endorse Barack Obama as candidate for President of the United States. Motion passed.
Jason Brown reported that he is getting endorsements and that he will be speaking at Kwan's Restaurant in Salem at noon on Wednesday, June 18.
Jackie Pierce reported that she recently participated in the "Bush-McCain Challenge" in downtown Salem, which occurs once a week during the summer.
The next Central Committee meeting is scheduled to be held on Thursday, July 10, 7:00 PM at Christ Church in Monmouth, Oregon. Social time will begin at 6:30 PM.

Chair Alan Holland called the meeting to order at 7:00 PM. Present were: Suzanne Price, Linda E. Jason Brown moved and it was seconded that the minutes of the June meeting be approved with minor corrections. The motion passed.
Jackie Pierce was honored for her work in registering voters at the Independence Park during the July 4th weekend. Jackie then shared with the group several tips on how to successfully register voters. Foremost among her suggestions were:
*Don't take anything personally
*Have a sense of humor
*Be assertive and friendly
A lively discussion regarding successful voter registration followed Jackie's presentation.
Patrick New, representing the Obama campaign, asked that new voter cards be turned over to the Obama volunteers. A lively discussion followed. (See motions under New Business.)
Committee Reports:
Executive:
Alan Holland reported that the State Central Committee meeting will be held on Saturday, July 12, 2008 in Tualatin.
The Hollands are holding an annual, free, musicfest/potluck at their home at 530 Riverview Dr. NW, Salem, on July 19 at 3:00 PM. Truman Price and his band will be performing.
Financial:
Linda Williams reported that donations have allowed the Polk County Democrats' new office space (also donated) to have phones. Linda also proposed that the committee vote to give Rich Riggs and Jason Brown $500 each, which would leave $800 remaining to be given to other PCD- endorsed candidates. Linda then encouraged members to donate to the Polk County Democrats each month, and Suzi Price distributed information regarding how to contribute monthly.
Candidates:
Ross Swartzendruber reported that volunteers are needed to support candidates at fairs and with canvassing. People were asked to (especially) sign up for the Dallas Summerfest. Alan Holland offered to let Summerfest volunteers use his sound system.
The Philomath Frolic and a Precinct 162 Canvass will be held in Dallas on Saturday, July 12. Volunteers were sought.
Ross will talk to Patrick Sieng about speaking at our next meeting regarding the Salem-Keizer School Bond.
Sarah Hoyt reported that Rich Riggs will be involved in the Dallas campaign this weekend. Rich has knocked on about 3000 doors to date. Sarah asked for Riggs volunteers. On Tuesday, July 15, Riggs will hold a spaghetti feed at the First United Methodist Church in Salem from 6-8 PM. Tickets are $5.00. Riggs will also be present at the Salem Art Fair. Aaron Felton will be at the Summerfest and the Polk County Fair. Aaron asked for volunteers.
Patrick New, representing the Obama campaign, reported that an Obama organizing meeting will be held Wednesday at 6:30 at the PCD office in Monmouth. All are invited to attend.
Kevin Nortness, Democratic Candidate for Oregon Senate District 12, introduced himself and spoke briefly of his campaign.
Events:
Kathy Smits reported that a picnic/fundraiser will be held at Airlie Winery on Sunday, September 14 from 1:30-4:30. Kathy encouraged everyone to bring a picnic lunch. Wine and other refreshments will be available for purchase. Live music will be provided.
Lisanne Pearcy invited everyone to a Benton County Fundraiser, to be held the afternoon of Sunday, August 3 at the Dancing Oaks Nursery.
Jason Brown reported that he has been endorsed by the Benton County Farm Bureau. He encouraged people to take his brochures, which were designed by Ross Swartzendruber.
Process and Rules:
Timothe Seelbach reported the Process and Rules Committee will meet on Saturday, July 12 at 4:00 PM at the home of Suzi Price. All are invited to attend.
Volunteer Recruitment:
Gloria Holland reported that the Polk County Democratic Party now has an office in Monmouth. Gloria asked for volunteers to be in the office during open-hours, which will be Tuesdays, Thursdays and Fridays from 3-7 PM and Saturdays from 10-5 PM. She also requested that candidates bring materials and signs to the office.
Dick May reported that the next road clean-up will be held on Wednesday, August 6 at 9:00 AM in Rickreall, with everyone meeting at the Rickreall Fire Station.
New Business:
Alan Holland reported that because a motion was made at the last meeting regarding the use of the PCD Friends' List, he is requesting that the issue be placed with the Policy and Rules Committee. Lisanne Pearcy, the maker of the original motion, agreed with this request.
Alan reported that a policy has been discussed in the past regarding expenses incurred by central committee members while traveling and/or attending Democratic Party events. He asked that a policy be official put in place by the Policies and Rules Committee. Suzi Price requested that a list of potential expenditures be made available to the committee before action can be taken.
Members were again encouraged to contribute to the Polk County Democrats on a monthly basis.
Members were encouraged to ask others to be PCP's. Suzi will create a sign requesting people to become PCP's that will be put in the PCD's Monmouth office.
Jason Brown moved and it was seconded that...As an ad hoc policy until the Process and Rules Committee can propose a formal policy, (I move) that voter registrations are turned over to the County Clerk first and foremost. Only information that is of public record may be captured and released to various campaigns. Motion passed.
Susanne Price moved and it was seconded that the Polk County Democratic Central Committee give $500 each to Jason Brown and Rich Riggs. Motion passed.
Ross Swartzendruber and the Candidate Support Committee will evaluate the needs of other PCD- endorsed candidates and submit a recommendation at the August Central Committee meeting for allotting the remaining budgeted money to those candidates.
Good of the Order:
Linda Williams reported that Vos Hispana will be held on Saturday, July 12 at the Salem Cinema. All are invited to attend.
The next Central Committee meeting will be held on August 14, 2008 at Salem Electric in West Salem. A social gathering will begin at 6:30 PM. The official meeting will begin at 7:00 PM.

Secretary, Gloria Holland, presided over the meeting in the absence of chair Alan Holland and vice chair Suzi Price.
Don Homuth, candidate for Polk County Commissioner was introduced and gave a brief presentation.
Richard Riggs, candidate for House District 20, reported that his team has knocked on 7500 doors, and he was recently endorsed by the firefighters.
Guest speaker: Dr. Sandy Husk, Superintendent of Salem-Keizer Public Schools gave a presentation in favor of the up-coming school bond levy.
Business: Jackie Pierce moved and it was seconded that the minutes of the July meeting be approved. Motion passed.
Reports:
Jackie Pierce spoke to the need for volunteers to work on the litter patrols.
Ross Swartzendruber reported on volunteer efforts, especially regarding the campaigns of Merkeley and Nortness. Information can be found on the Polk County Dems website.
Jackie Pierce encouraged people to ask friends to help with volunteering.
Ron Dodge was thanked, as Polk Co Commissioner, for working the booth at the county fair.
Dick May reported that people sign up to volunteer for litter patrol but don't show up. He encouraged people to continue volunteering in this effort.
Attendees signed up to volunteer to work at the Oregon State Fair.
Jason Brown reported on his campaigning efforts throughout District 23.
Aaron Felton reported on his campaigning efforts for Polk County District Attorney.
Motions:
Jackie Pierce moved and it was seconded that the Central Committee follow the funding policy in regards to the Kevin Nortness campaign. The motion passed.
David Papen moved and it was seconded that the Central committee endorse the Salem-Keizer School Bond Proposal, which will be on the November 4, 2008 ballot. The motion passed.

Chair Alan Holland called the meeting to order at 7:05 pm.
Minutes of the last meeting were not available. Alan thanked volunteers who worked Polk County Day at the Oregon State Fair. He announced that 720 registrations were gathered at the DPO booth for the duration of the fair.
REPORTS:
Executive: Alan reported that Obama volunteers may carry literature for local candidates. At present, the Obama campaign is "growing the party." They are not targeting loyal "D's", but rather, Independents and undecideds.
Alan reported that some campaign signs have been stolen and tagged, which is a Federal offense.
Fundraising: Kathy Smits reported that the Airlie Winery Fundraiser will be held Sunday, September 14, from 1-4:00 pm.
Fairs and Festivals: Suzi Price reported that the Independence Festival was very successful. She asked that no photo copies be made of registration forms.
Coordinated Campaign: Jamie, from the Coordinated Campaign for statewide candidates reported that volunteers will carry literature for all candidates during the five weeks left to campaign before ballots go out. Thursday nights are set aside for Polk County to call for candidates. The coordinated campaign office is located at the Marion County Democrat Office in Salem.
Litter Patrol: Dick May reported that the grass along the Polk Dems assigned roadside has been mowed. Dick suggested we pick a date for pick-up at our next meeting.
SPEAKER: Dennis McCaffery reported that the Democratic party observes the election process at the Polk County Court House. The Democratic party has lawyers to be sure the election process is done correctly. There has been a problem dropping ballots at the West Salem Library. The library did not agree to accept ballots in the future, so the drop box will be placed at Roth's grocery store.
A week before election day, the process is put through a test for validity. Signatures are verified. If a signature cannot be verified, the voter is notified and allowed to verify the signature. Also, machines are tested to see that they're counting votes accurately.
Observers are allowed to watch the process on a TV screen to see if ballots are correctly presented. About 90% of the ballots are deemed good, while the remainder may not be "presented" appropriately, showing some kind of disturbance to the ballot. These ballots are surveyed by 3 people, who go through all questionable ballots to determine if each ballot is legitimate and valid. NEW BUSINESS:
Dick May moved and it was seconded that the Polk County Democratic Central Committee endorse Ballot Measures 56 and 57. The motion passed.
David Papen moved and it was seconded that the Polk County Democratic Central Committee contribute $200 to the Kevin Nortness campaign. The motion passed.
Jackie Pierce moved and it was seconded that the Polk County Democratic Central Committee give $300 each to the Richard Riggs and the Jason Brown campaigns. The motion passed.
OTHER: Aaron Felton, candidate for Polk County District Attorney, thanked the Polk County Democrats for their support and graciously declined to accept party money because his is a not-partisan race.
Pat Jaffer reported that an Immigration Forum will be held on September 25 at 7:00 pm at Christ Church.
Alan reported that a candidates' forum will be held at Green Villa Farm on Wednesday, October 8 fro 6:00-9:00 pm.

October 9, 2008

Present: Jackie Pierce, Gloria Holland, Ron Dodge, Dennis McCaffery, David Papen, Richard Riggs, Timothe Seelbach, Alan Holland, Aaron Felton.
Chair Alan Holland began the meeting at 7:02 pm. Alan introduced Marcia Kelley, representing the Salem Transit Board. Marcia spoke about the "Yes on 24-247 - Yes for Buses" levy which will appear on the upcoming ballot.
Richard Riggs moved and it was seconded to approve the minutes of the last meeting. The motion passed.
Richard Riggs moved and it was seconded that the Polk County Central Committee endorse the Yes on 24-247 Transit Levy. The motion passed. Marcia Kelley did not ask for a financial donation from the Central Committee, but did encourage individuals to contribute to the Levy Bond on an individual basis.
REPORTS:
Gloria Holland reported that the Democrats' office in Monmouth is seeing a lot of activity.
Alan Holland reported that the Democratic candidates at the Green Villa Farms candidate forum were well spoken, but thinly represented by Polk Co. Democrats.
Alan reported that to date, the Polk Co. Democrats have only 1,048 fewer registrants than the Polk Co. Republicans.
Alan reported that the Get-Out-the-Vote training will be held Saturday and Sunday in Marion and Polk Counties. Alan gave a brief description of the GOTV effort.
In the absence of Treasurer, Chair Holland reported that the Polk County Democrats account held approximately $6,000, of which $3000 are currently undesignated.
Rich Riggs reported that he has had some changes in the campaign staff and that the campaign is going well.
Aaron Felton thanked the campaign volunteers who have put a great deal of effort into campaigning for him.
Ron Dodge reported that Polk County has received some timber money, which is a big relief.
Dick May requested in abstencia that the Polk County Democrats is to have a litter patrol this next week. It was agreed to put the patrol off until after the election. In the last year, over 180 person hours have been spent picking up litter.
ELECTION OBSERVERS:
Dennis McCaffery reported that every state and county has a person or people to be in charge of observing the voting process. Dennis asked people to be at the court house to watch the process.
Timothe Seelbach volunteered to be at the West Salem Library from 7-8 pm on November 4 (Election night) to direct voters to Roth's Grocery, where the ballot box is located.
NOMINATING COMMITTEE:
Alan asked for volunteers to serve on the nominating committee, which would seek new officers to be elected in December. Jackie Pierce suggested that post cards and newsletters be sent to Polk County Democrats informing them that nominations are open.
MEETING DAYS:
David Papen asked if there is another day the Polk County Democrats could meet. Mondays and third and fourth Thursdays are available. David will research to find out which nights are available.
MOTIONS:
Rich Riggs moved and it was seconded that the Polk County Democrats endorse Ballot Measures 54 and 55. The motion passed.
Rich Riggs moved and it was seconded that the Polk County Democratic Central Committee divide the $3000 of undesignated money to candidates, according to the pre-determined formula, as follows:
$1250 to Richard Riggs
1250 to Jason Brown
500 to Kevin Nortness.
The motion passed.

6:00-7:00 pm - A social hour was held as a tribute to those who volunteered during the recent election cycle. Suzi Price formally thanked the outgoing officers for their work during the past two years.

Chair Alan Holland called the meeting to order at7:17.
Rich Riggs moved and it was seconded that the committee accept the October and the November minutes. The motion passed.
FINANCIAL REPORT: Treasurer Linda Williams was not present, due to an illness in her family. Chair Alan Holland reported that the Central Committee has about $2000. A full report will be available at a later date.
STATE CENTRAL COMMITTEE: Jason Brown reported that the Democratic Party of Oregon State Central Committee elected three people to attend the National Democratic Party convention. New officers for the DPO will be elected at the state Central Committee Meeting to be held in March.
5th CONGRESSIONAL DISTRICT: Timothe Seelbach reported that the next meeting will be held in January. On Monday, December 15 at noon in the Senate Chamber of the State Capitol, the Oregon Electoral College will meet to officially elect Barack Obama as President of the United States of America. All are invited to attend.
MEETING DATES: Alan Holland reported that he has reserved the 3rd Thursday of every even month in 2009 at the Salem Electric building for the Polk County Central Committee to meet. The newly elected officers will be able to confirm these dates with Salem Electric.
PEACE VIGIL: Truman Price reported that the peace vigil, which has been held every Wednesday afternoon in Monmouth, has been cancelled for the winter months.
BUDGET: Alan presented a planning document/budget for 2009, which was presented only as a guideline for the new executive committee to consider.
Alan presented a proposal for consideration by the new executive committee that includes money for travel re-imbursement to officers.
ELECTION OF OFFICERS:
Timothe Seelbach reviewed the rules for electing officers to the Polk County Central Committee. Jason Brown moved and it was seconded that the central committee accept the slate of nominees to their respective offices. The motion passed.
