The meeting was called to order at 7:00pm. Twenty-seven people were present: Jean Astrinsky, Fred Brown, Jason Brown, Rick Crone, Pat Dixon, Carol Ferron, Tom Ferron, Connie Garcia, Karen Green, Kris Heath, Alan Holland, Tracy Johnson, David King, Dick May, Marylyn May, Jim McDonald, David Papen, Lisanne Pearcy, Jackie Pierce, Suzanne Price, Dick Reynolds, Sharon Reynolds, Richard Riggs, Timothe Seelbach, John Westall, Pat Wheeler, Linda Williams.
The Chair presided and the Recording Secretary was present. Chair Alan Holland led the group in the pledge of allegiance. The Chair introduced and welcomed new attendees Rick Crone and Richard Riggs. Minutes approved: Minutes from the previous CC meeting were approved by unanimous voice vote. Treasurers Report: (from Summary Statement of Contributions and Expenditures for General Election, attached) Treasurer Dick Reynolds reported the following for the 2006 election: total contributions received (including in-kind): $9,163.18; 81; total expenditures (including in-kind): $14,998; ending cash balance: $2,094.43. We contributed over $8,000 in cash to candidates. Committee Reports Executive Committee: Chair Alan Holland announced the names of our new and continuing Committee Chairs:

Alan urged all committee chairs to contact their current and prospective committee members as soon as possible, to meet and set regular meeting dates and committee goals. Sign-up sheets for committee members were circulated. Vice Chair Suzanne Price will send out more specific instructions to each chair, including deadlines for submitting draft budgets to the EC. Alan asked Dick Reynolds to explore the feasibility of year-round office space for PCD and report
back to the group. Alan thanked Dick and Sharon for their generosity in donating their personal business office space at H & R Block in Monmouth for PCD use. Process & Rules Committee: Deferred until next meeting. Volunteer Recruitment & Support Committee: Suzanne Price reported that they have met and developed goals and a budget for the coming year. She noted the importance of keeping up the momentum from the recent election in precincts. She also stressed the importance of welcoming and reaching out to new people. Chair Alan Holland added that several PCD volunteers attended an Officer/Leadership Training last Sunday presented by Jesse Bontecou and Meredith Wood-Smith of the DPO. County officers from Marion County and Yamhill County were also in attendance. Finance & Fundraising Committee: Fred Brown asked for direction regarding initiating a fundraiser mailing. Discussion followed related to the best timing and need for volunteers to do follow-up phone calls. It was decided that Dick Reynolds will do a cost analysis, then he and Fred will present a proposal to the EC. Fred Brown emphasized for an early start on planning this year's Squantum Whiffle Blue Grass Festival. He asked for volunteers, and stressed the need for lots of volunteers to get involved. Candidate Development & Support: No report. Platform Committee: Report deferred until next meeting. Events Committee: Report deferred until next meeting.
Jim McDonald reported on the Ron Wyden Town Hall meeting that took place recently inMonmouth. He said much of the question and discussion centered on the Iraq War and foreign policy as well as senior issues. Jim noted there was a "packed house" at the Monmouth Library where the event was held. Communication Committee: Report deferred until next meeting. Volunteer Recognition
Corresponding Secretary Lisanne Pearcy was recognized for her enormous contributions to the PCD. She has performed so many duties for the PCD it would be difficult to list them all. Chair Alan Holland thanked Lisanne on behalf of all members. Former Chair Karen Green was also recognized for the superb job she did as PCD Chair during the very busy election year. The Chair presented Karen with a beautiful scrapbook (created by Wendy
Brokaw) with photographs and letters submitted by PCD members and candidates. Alan also thanked Recording Secretary Pat Dixon for faithfully taking minutes and getting them out to members this past year. Old Business
Election Reform in Polk County: Tom Ferron announced that members of the PCD are following up on concerns involving voting and ballot oversight and collection procedures in Polk County. He proposed the idea of Polk County Republicans and Democrats coming together to express these concerns to the proper authorities. Tom is working with Dennis McCaffrey, Jackie Pierce and others to put together a summary of concerns and proposed actions. They will report back at the next CC meeting.
Volunteer Database: Suzanne Price announced that the DPO has a web-based database service (GetActive), which is available to PCD for a fee of $127.00 per year. Suzanne talked about the features and benefits of this service could provide. The EC has voted to approve these funds. Action Item: The CC approved the use of GetActive by unanimous voice. New Business
Election of PCD CC Officers and Delegates:
Chair Alan Holland appointed Lisanne Pearcy to conduct the elections, as she has chosen not to run for any positions. Sharon Reynolds and Fred Brown volunteered to act as election assistants and vote-counters. The following people were nominated and elected by unanimous voice vote for CC officers:

The purpose and duties of delegates and alternates to the State Central Committee and Fifth Congressional District Committee were reviewed.
The following people were nominated to serve as our delegates to the State Central Committee. They were elected by secret ballot in rank order to serve in the following positions:

Third Alternate Delegate- Jim McDonald*
(Note that our Chair and Vice Chair, Alan Holland and Suzanne Price, are automatic delegates to the State Central Committee according to our bylaws.)
* The final ballot count reversed these two positions results from what was announced in the meeting.
The following people were nominated to serve as our delegates and alternates to the Fifth Congressional District Committee. They were elected by secret ballot in rank order to serve in the following positions:

Congratulations and thanks to all new officers and delegates! Announcements
Fred Brown reminded us that the PCD has committed to litter pick-up at the intersection of Highway 22 and Highway 99W in Rickreall four times a year. We are responsible for both sides of the road, extending one-half mile in all four directions from the center of the intersection. It is required for all litter patrol volunteers to watch a 20-minute video on safety. Fred will show the video at the next CC meeting. Dick Reynolds will provide a DVD player and projector.
Lisanne Pearcy asked those interested to sign a petition asking the Governor and state legislators to suspend land-use actions allowed under Measure 37 and hold public hearings on fixing Oregon's land-use laws. Dick and Sharon Reynolds will now be PCPs for precinct 162 (previously 106). Fred Brown has a supply of PCD bumper stickers available free. Linda Williams has a petition for members to sign if interested. It is a statement against the escalation of the Iraq War.
Marion County Democrats are holding a fundraiser February 13th at the Grand Ballroom in Salem. Paul Evans will speak, and there will be a silent auction.
There will be a Welcome Home party for Paul Evans February 28th. The location will be announced later.
Jean Astrinsky would like to be on the Feb. CC agenda to report on Monmouth City Council meetings.

C. Volunteer Recruitment & Support - David Papen, Jackie Pierce Both chairs presented the plans for the year and the job description of a PCP included on Attachment VI.C. They emphasized contacting and listening to each Democrat, training, and precinct teamwork. Minutes See attachment VIC.

E. Communications - Wendy Brokaw; no minutes submitted. Meeting with Rich, Jean Astrinsky and Jim MacDonald, Newsletter up on website. News is shared with Marion, Douglas and Yamhill County Dems. Wendy would like submissions, including Committee news and events, by the middle of the month. The next meeting is on February 21, at 6:30 at the Independence Library.
F. Legislative, Rich Riggs - No minutes. Attended lobbying forum. MIPRAP on Feb. 27th will be lobbying for lobby reform. Noted OR Legislative website as an excellent resource.
G Candidate - No minutes. Karen Green reported that a small group has agreed to meet and develop a year long strategy, putting out feelers for potential candidates.
H. City Council Watch: Jean Astrinsky reported on new position in Monmouth City Council. Need for other people to step forward and attend local City Council and Planning Commission Meetings on a regular basis.
I. Other Delegated Action: Dennis McCaffrey Elections Report

ACTION: Alan asked Dennis to give the above document to Val Unger and to the Elections Committee. Alan suggested the CC come up with suggestions, recommendations as a group for a further report. Tom Ferron suggested Polk County Republicans be included in this effort.
VII New Business:
A. Budget Proposal, Dick Reynolds presented the Draft 2007 Budget put together by the Executive Committee; See Attachment IV.
The budget was built on Committee proposals received and last year's expenditures. Actual income was 10, 379. Dick Reynolds emphasized that the budget planning considers a two year cycle, this being year one. "The focus on fundraising this year will allow campaign contributions for next major election cycle; emphasis also will be given volunteer recruitment & training, inclusiveness, by-laws (policy SHP) maintenance."
An additional $275 was allocated to general Events Committee expenditures, making total expenses of $7300 and carryover of $3200.
APPROVED MOTION: The budget was passed as amended.
B. Strategic Plan Discussion/activity, Suzi Price . Input into Strategic Plan encouraged. The Plan will be posted on the website with accomplished objectives noted. PCPs Officers and Committee Chairs will be interviewed in refining old implementations of objectives and setting new goals for implementation. Three issues are identified as Key: How can we improve the inclusiveness of our organization, espc young families; how can we attract new active PCPs; how much as a group do we want to increase our efforts in registering voters?
C. Special District Elections this year, Karen Green Karen has assembled a list of all offices up for election in 2007 in Polk County. She asked for input on each candidate and election. See Attachment VII. C.
D. Request PCP's to attend community meetings; list provided.
E. Measure 37. Pat Wheeler, a member of Friends of Polk County, the local branch of 1000 Friends of Oregon, presented "An Update on Land Use Issues, M37 and Citizen Involvement in Polk County". See Attachment VII. E.
PC Commissioners will meet at 9:00 on Tuesday, Feb. 13 (later changed to Wed. SHP) for a Work Session, including consideration of deactivating the Citizen's Advisory Boards, volunteer committees which the Commissioners say pose liability issues.
APPROVED MOTION: PCD will send a letter to Gov. Kulongoski supporting 501. Accepted by voice vote with no discussion.
APPROVED MOTION: Karen moved that "PCD task Karen Green and Pat Wheeler, having heard the sense of the group, to prepare for th approval and actions by the Executive Committee, a statement of our position on the Polk County Advisory Committee"
Discussion: Committees should be retained. Jason suggested a warning statement as to the possible outcomes of deactivating the committees. Pat suggested that we ask that the regulations covering creation of the committees be reviewed by the Commissioners. The group agreed on the latter approach.
E. Rick Crone, Recording Secretary has emailed a letter of resignation to Alan Holland. ELECTION Nominations were taken from the floor for a new Recording Secretary. Jon Roten and Gloria Holland Smith were nominated. Voting was secret ballots. Gloria Holland Smith was elected Recording Secretary.

Dick Reynolds distributed copies of the report; we have $1,735.00 on hand to cover all new expenses such as 2nd annual Squantum Wiffle & $264.48 for proposed Get Active Database.
Related Issues: Karen Green suggested we look into Click & Pledge automatic donations on Polk Dems website. Dick Reynolds will check with Cindy Kimball/Marion Co. Dems on how they handle recurring donations.
VI. Executive Committee Report - Alan Holland
DPO is offering a pilot project to host a website for CCs; the cost would be approx. $30 more than site hosted by Jason Brown and Lisanne Pearcy. Advantages are unity with the state party, consistency w/ other counties CCs, and facilitate access by member to the Get Active volunteer database. Alan to follow up exploration.

A. Candidate Development and Support: Meetings 1.st & 3rd Mondays. Have identified local races and board positions- Filing deadline for local races is March 15.
Rich Riggs will run for Chemekata Board of Directors.

Wendy offered to carpool to Monmouth; contact her if you know of people who would like to ride share.
Suzi explained that the role of the volunteer committee is to collect volunteer information and distribute to the committees who need it. She will e-mail instructions on how to log onto Get Active to update your personal information.

A. Financial Report - Dick Reynolds reported that the balance on hand is in the $2,000 range.
Lisanne Pearcy has set up "click and pledge" on website; Dick Reynolds will work on the issue of the report not showing all known contributors. Committee chairs are to manage their own committee budgets. The Treasurer will track expenses. Dick handed out Request for Reimbursement forms
B. Executive Committee - Alan Holland reported that the EC has developed two new meeting procedures to facilitate clarity and time-saving at PCP meetings: committees submit reports in writing prior to PCP meetings; committees research and submit proposals in writing (with pro and con options) to avoid time-consuming wordsmithing and clarification during the meetings. Alan Holland will attend a meeting Saturday with Linn/Marion County Habitat for Humanity et al. to further discuss possible President Jimmy Carter event. Since President Carter's fee is in the $45,000 - $60,000 range, the event is in question.
C. Process & Rules - Timothe Seelbach - report to be covered under New Business item A.
H. Candidate/Legislative - Our newly-developed endorsement policy is to remain neutral when two or more Dems are running for one office. This election, Rich Riggs, candidate for the.Chemeketa Community College Board Zone 7, is the only candidate eligible for PolkDems endorsement. Dick Reynolds moved to enaorse, Suzi Price seconded, and the endorsement passed with all in favor.
J. Other - Wayne Baum, Marion County Dems Chair, asked people to attend the M37 railly at the Capitol on Saturday. He said it was critical to show up for any time, no matter how short.

B. Strategic Plan Discussion/Activity - Suzi Price introduced the activity; asked for comments on SP priorities to be written on papers provided; gave us 3 minutes to complete and collected comments for report at May meeting
C. Programs Subcommittee - Kathy Smits requested suggestions for speakers/topics. Contact Kathy at 503-838-3189 or at meetings.
D. Election of Treasurer - Nominations to fill Treasurer position(s) vacated by Dick and Sharon Reynolds were opened. Dick Reynolds nominated Linda Williams who was elected by acclamation. Congratulations Linda' Many thanks to Sharon and Dick Reynolds for their hard work and organization.
E. Local Candidate Endorsements - Karen Green announced democratic candidates filed for for local the May 15th election List is posted at http://www.polkdems.org/newsletters/APR07/page2April.htm I
F. Volunteer Recognition - Alan Holland announced that the EC is presenting Carol Ferron with a certificate in recognition for her gracious hard work as Recording Secretary. The certificate will be mailed to Carol.
G. Lisanne Pearcy asked for interim Corresponding Secretary per current CC Bylaws. The discussion and decision was postponed until the May meeting pending action on the Bylaws revision.
VIII. Announcements/For the Good of the Order
Alan announced his and Gloria's 12th annual Summer Potluck to be held July 7th. Entertainment will be provided by the O'carolain Brothers (Alan won them at the Marion County Oems Fundraising Dinner and Auction).
*Jason Brown asked that anyone with issues to take to the DPO Quarterly Meeting to let him know.
Jackie Pierce announced that in observance of Workers Memorial Day, the Marion-Polk Labor Council is holding rally at the State Capitol, Friday, April 27th. All are welcome to attend.
Alan Holland announced AAUW conference at the end of the month; those interested please speak with Gloria Holland.

May 10, 2007

Chair Alan Holland called the meeting to order at 7:02 PM. The secretary was present. Alan announced that the Polk County Democrats have secured a room to provide child care during Central Committee meetings, and asked for volunteers to help care for the 3 children in attendance. Suzanne Price and Valerie Abrahamson watched the children for a good part of the meeting.
The agenda was modified. Minutes of the last meeting were not available. The treasurer was absent. The new treasurer, Linda Williams, was also absent, and has yet to take office.
COMMITTEE REPORTS:
Executive Committee:
DPO Training:
Alan Holland reported that the DPO will hold a training on May 19-20, in conjunction with the 2nd Quarter State Central Committee meeting, in Corvallis at the Boys & Girls Club. Other trainings will be held throughout the state. Alan will not be able to attend, and Connie Garcia will serve as the alternate attendee.
Jimmy Carter Oregon:
Alan reported that the Oregon Education Association and the World Affairs Council in Portland have added their support to the effort to bring Jimmy Carter to Oregon
Eyes Wide Open:
Alan distributed a sign-up sheet for people wishing to volunteer at an Eyes Wide Open exhibit regarding the costs of war. No date for the exhibition has been set. No mention was made as to who was organizing this event.
Communication:
As chair, Alan called for members to remember that the Central Committee is a volunteer organization, and as such, communications amongst members would be best served if offered in the spirit of kindness and consideration.
Process and Rules Committee:
Timothe Seelbach reported that a revised by-laws draft will be presented later in the meeting.
Volunteer Committee:
David Papen reported that the volunteer committee will meet at the DPO State Central Committee meeting in Corvallis at the Boys & Girls Club at 11:35 on May 20.
David recognized Carol Easterday as an excellent volunteer.
Alan explained the information on the volunteer cards, to be distributed during canvassing to Polk County Democrats who wish to volunteer. The cards are to be filled out and collected during the canvass.
Fundraising:
Fred Brown suggested that everyone go to the PCD website, just to check it out.
Tickets for the Squantum Whiffle Fundraiser are now available for $12 each. Karen Green offered to deliver the tickets to all the PCP's. Jackie Pierce suggested that everyone needs to sell tickets, rather than just a few. Alan Holland offered to buy tickets to give to a radio station for a give-away. Surrounding counties will be notified and asked to sell tickets. Fred asked for volunteers to sign up to volunteer for the Squantum Whiffle. Fred also asked for more auction items for the Silent Auction at the Squantum Whiffle, and Jean Astrinsky reminded members that a form must be filled out and returned with each donation to the auction. Fred reported that the Polk County Democrats have adopted a portion of Hwy 22 and requested volunteers to help keep the area clean 3 times a year, beginning in July, 2007.Alan agreed to have a party to show a 12 minute tape regarding the highway clean-up project.
Kris Heath volunteered to have the August 9 Central Committee meeting, with a potluck meal, at her home.

The program for June or July will be about water and land use. September's program will offer a discussion on No Child Left Behind. Alan suggested as a possible speaker, Bailey Paine, who would discuss Living Green. There was a request to have a speaker of Safe Food.
Communications:
Timothe Seelbach reported that Wendy Brokaw was able to get an advertisement for the Squantum Whiffle into various publications.
Legislative/Platform:
Rich Riggs reported that the big issues/topics for discussion at the state legislature are Measure 37, gay rights, and a possible sales tax.
Candidate Committee:
Karen Green reported that we have a special district election. Official canvassing is over, but phone calls are still being made to remind people to send in their ballots. She encouraged all PCP's to call people on their lists. Karen offered to send out the PCP lists. It was also reported that there were some races in which no one filed and Karen Green urged Monmouth-Independence voters to write in Karen Ross, the incumbent for a position on the school board. Karen thanked all who helped with canvassing.
NEW BUSINESS:
*The secretary announced that members wishing to make a formal motion are requested to fill out the Motion Form, including the entire motion, the name of the maker, the name of the seconded, and the date.
By-Laws:
Timothe Seelbach distributed the revised by-laws. Suzy Price read through all the proposed changes. A discussion was held regarding by-laws changes involving the position of Secretary. Some felt that it was better to have one secretary, who would serve on the executive council, and who would delegate various responsibilities to membership. Others felt it best to divide the duties of secretary (as is in the current by-laws), with both positions serving a position on the executive council.
Pat Wheeler moved that the Central Committee approves all changes to the by-laws discussed, with the exception of the secretary issue. Motion passed.
Jason Brown moved and it was *seconded that the Central Committee table the discussion of by-laws changes regarding the secretary duties. (In the discussion that followed, Jason spoke to the need to expand the Executive Committee, both for practical reasons and for the goal of the inclusion of more diverse constituencies.) Motion failed.
Kathy Smits moved and Karen Green seconded that the Central Committee approve the recommendation for having one secretary, as stated in the proposed by-laws revision. Motion passed.
Karen Green moved that the Central Committee add national to state and local portions of the strategic plan. Motion passed.
Jackie Pierce moved that the Central Committee approve the Strategic Plan as revised and amended. Motion Passed

Topic: Measure 37 and Dueling Water Experts: Why the future of groundwater use may look nothing like the past. Following the presentation and question period there was a break of about 10 minutes. Most of our guests left during the break.

Linda E. Williams officially became the new treasurer June 11,2007.
Checking Account: $1128.80 + Saving Account: $500.25 = $1629.05
The central committee members were reminded of the importance of providing all pertinent information concerning contributions (in-kind and cash), accounts receivable (pledges) and potential accounts payable to the treasurer in a timely manner.
A letter was read to the committee - dated June 6, 2007 from John Lindbeck, Elections Division Director - to paraphrase - stating that beginning July 1, 2007 late and insufficient filing penalties will once again be fully enforced. There had been an adjustment period beginning January 1, 2007 while committee treasurers became familiar with the state's new online reporting system (all committees must use this new system to file campaign reports).
The Schedule of Transaction Deadlines for 2007 Elections from the 2007 Campaign Finance Manual was read to the central committee. Fred Brown, fundraising chair, asked for and was provided with a copy of the Schedule of Transaction Deadlines.
The treasurer also read from Secretary of State, Temporary Administrative Rules dated May 2,2007...in part ..."When personal funds are spent on behalf of a committee by any person they are reported as either in-kind contributions to the committee or personal expenditures for reimbursement."

Volunteer Recruitment & Support - David Papen, Jackie Pierce David passed around copies of a handout received at the recent training in Corvallis, "Recruiting & Developing Democratic Party Volunteers" Suzi Price demonstrated how to use the green and blue cards developed by the volunteer committee for use when canvassing door to door or by phone.
Finance & Fundraising - Fred Brown: Posters are ready to be put up for the July 14 fundraiser.
Callers are needed to get donations of wine for the fundraiser.
In-kind donation forms for the Squantum Whiffle Auction items must be filled out and given either to Jean Astrinsky or Fred Brown. Fred/Jean will then get the forms to the treasurer in a timely manner.
Fundraising committee needs help with everything.
Communications - Wendy Brokaw: ,Wendy spoke about the websites - Polk Dems site and the Squantum Whiffle site. A logo was passed around for all to see. Wendy asked the central committee to approve the 10QO desiQn. The design was approved. June 13, 2007 - Wendy Brokaw produced a CCTV (Capitol City TV - cable access) program featuring Roundhouse Band (one of the bands scheduled to play at this year's Squantum Whiffle) to promote the Polk Democrats' July 14, 2007 fundraiser.
Candidate; Karen Green: Richard Riggs was elected to his position on the Chemeketa Community College board. Polk County Democrats supported his candidacy with canvassing efforts and the placement of one newspaper ad.
Sell tickets for the Squantum Whiffle fundraiser because we need money for candidates.
VII. New Business:
A. Fairs - Suzi Price will be responsible for small fairs but welcomes anyone who would like to help. Anyone willing to work at the State Fair booth or willing to house out of town Democrats who may be working at the State Fair booth, please contact tom@dpo.ofQ
B. July 28 Food Drive - Linda Williams asked the central committee members to consider taking part in a food drive. At the very least, we should donate food ourselves. Fred Brown said that he could probably incorporate the food drive into the Squantum Whiffle effort.
C. Election Protection - Dennis McCafferty presented a written report entitled, Recommendations on Ballot Security in Future Polk County Elections.
The July meeting will be earlier to allow for a more relaxed family friendly potluck before the business meeting. The meeting will be in the previously scheduled location at Christ Church, 412 W. Clay Street in Monmouth as usual.
August Meeting - Suzi Price: The August meeting time will be early to make time for a potluck before the business meeting. The August meeting will not be held at Salem Electric in Salem as previously scheduled but instead at the home of Kris Heath.

A potluck-social was held from 6:00-7:00 PM. Alan Holland introduced Armelle Hofer from Monmouth who invited participants to attend weekly Peace Rallies at the Monmouth Park on Wednesdays from 5:00-6:00 PM.
Chair Alan Holland began the meeting at 7:02 PM. The secretary was present. Corrections and changes to the agenda were made. The next meeting will be held at the home of Kris Heath.
Minutes of the last meeting were not available.
Kris Heath moved that the minutes of the June central committee meeting be deferred until they are made available for members for review. The motion carried...
Treasurer's report:
Linda Williams submitted a written report. The organizers of the Squantum Whiffle need to notify Linda of the date and the amount of contracts entered into (for example, for musical performers) at the time they're agreed upon. Linda reported that we haven't done well on ticket sales this year.
Linda asked that people submit a reimbursement form for any expenses, explaining that it is a legal imperative that committee expenses be reported, even if the purchaser does not wish to be reimbursed.
COMMITTEE REPORTS:
Executive Committee:
Alan Holland reported that in a conference call with other county chairs, he learned that Jackson Co. DPO wants counties to get out the food during a Get Out the Food campaign. The goal is 1000 pounds per county.
Benton County is sending care packages to "red" counties, including Polk. Some of the items to be included will assist county Democrats with decorations for events such as the Independence Day parades. Alan will send a thank you to the Benton County Democrats.
Jimmy Carter Oregon has been meeting and the World Affairs Council is on board for the purpose of getting Jimmy Carter to come to Oregon in September 2008. JCO needs money for this purpose. Some of the CC members present felt the money was a lot to ask for in September of '08, or that money raised for Carter's visit should go to the Democratic Party.
Candidate Committee:
Karen Green reported that the last meeting was held at the home of Rich Riggs. The committee is working on a brief candidates' handout. Karen reported hearing that many of our current legislators are not running for re-election, and new people will be needed to run. Brian Boquist, House District 23 incumbent will not run again.
Walt Dawson introduced himself as a resident of Falls City who is going to England in the fall and plans to work with Democrats overseas.
Jeanne Astrinsky reported that many Democrats are disenchanted with the national party, especially about the issue of immigration.
Fundraising Committee:
Linda Williams reported that the auction items for the Squantum Whiffle are many and very nice. Volunteers are needed to work at the Squantum Whiffle. Linda Williams asked those present to bring food to the food bank. The location was not stated. David Papen suggested that the food drive should be on going.
Events Committee:
John Westall reported for Kathy Smits. It was asked that when we have a speaker at Salem Electric, that it be publicized in the Statesman Journal newspaper as a public service announcement.
Jeanne Astrinsky announced that Kathken Wineries is willing to donate the proceeds at one evening's events to the Democrats. It was suggested that Polk and Marion Counties join together in this venture.
Legislative Committee:
Rich Riggs will send a summary of the legislative session on e-mail and post it on the Dem Website. Rich gave a brief oral summary.
Gloria Holland asked people to go to 50Voicesforeequality on the web to read about gay, lesbian, bi-sexual and transgender issues. Some of the laws passed by the Oregon legislature may be referred to the ballot. Lisanne Pearcy suggested that everyone be very careful about the petitions they signto get measures on the ballot; not all measures are beneficial or clear to voters.. David Papen suggested we tie in any canvassing we do in Sept./Oct with Measure 49 and also the food drive.
NEW BUSINESS:
GOT FOOD: Alan described an effort to get the food drive accomplished. He asked that we encourage Democrats to get involved.
EYES WIDE OPEN: Alan asked if anyone in Polk County would be interested in getting the EWO exhibit brought to Dallas. Jason Brown suggested the Monmouth Peace group be notified to take it over. Alan will call Armelle Hofer.
FAIRS: August 27 is Polk County Day at the Oregon State Fair. People are asked to sign up via the web site: DPO.org. Jackie Pierce, Walt Dawson, Gloria Holland and Dennis McCaffery signed up to volunteer at the State Fair.
SUMMERFEST, etc., Suzanne Price was commended for her work at various summer festivals. Karen Green was commended for putting together the float for the Independence Parade on July 4. Jason Brown was thanked for letting the Polk Dems use his sound system during the parade.
Lisanne Pearcy asked people to volunteer for the Dallas Summerfest booth and parade and the Polk County Fair booth. Suzanne Price will send an e-mail blast with times and places for meeting at the Summerfest.
STATE CENTRAL COMMITTEE MEETING: The meeting will be held July 21 in Grants Pass from 12-4:00 PM. Most delegates are otherwise engaged, so Alan will contact alternate Connie Garcia, and he will find out if it is acceptable to send additional alternates even if they are not already elected and on file with the DPO.
*David Papen moved the nomination of Lisanne Pearcy to attend the State Central Committee meeting if it is acceptable to send an alternative. The motion passed.
Other: Jackie Pierce suggested that in the future the fundraising committee needs to report the organizational plans for the Squantum Whiffle and that more members be involved in the planning.

Suzy distributed Tentative Results of the Squantum Whiffle Fundraiser. Linda Williams will prepare a final report to be presented at the next meeting. Suzy reminded people to spend responsibly and to turn receipts in to Linda Williams within a week of purchase.

LETTER TO DEMAND IMPEACHMENT:
Fred Brown moved and Jackie Pierce seconded that Jason Brown, Alan Holland and a 3rd person (TBD) write a letter demanding impeachment of George Bush and Dick Cheney. Further, this letter will be forwarded to the Federal delegation from Oregon (Darlene Hooley, et al) and to the local press including the Itemizer Observer, the Statesman Journal, and The Oregonian, and to the Democratic Party of Oregon. The Motion passed.
Jason Brown moved and Karen Green seconded that the release of the letter written to the Oregon Delegation to the media be postponed at the optional discretion of the Executive Committee. The motion failed.
MEASURES 37 and 49: Pat Wheeler gave a brief summary of the effects in Polk County of Measure 37.

Chair Alan Holland called the meeting to order at 7:08. Secretary, Gloria Holland Smith was present. Total in attendance numbered 21. Jean Astrinsky moved to approve the minutes from March - August 2007. Lisanne Pearcy asked in a friendly amendment to approve the minutes with certain changes, ie, to include names of council committee attendees when possible, to delete the names of seconders, to delete withdrawn motions, and to include written reports on the website with the minutes (when possible). The motion passed
The chair requested that all committee reports be made in writing and e-mailed to the secretary prior to being presented to the central committee at a meeting.
It was suggested that sign in sheets be scanned and included with the minutes.
Treasurer's Report:
Linda Williams, treasurer, distributed the Polk County Democratic Committee 2007 Budget, explaining that there are errors on the budget sheet, although it has been approved at an earlier meeting.
Pat Wheeler moved and it was seconded that the executive committee review and revise the 2007 budget and present it to the Central Committee at the next meeting. The motion passed.
Linda Williams distributed a Monthly and Year-to-Date Summary of Receipts and Expenditures by budget category, as well as a detail report of Squantum Whiffle receipts and expenditures. Linda requested that each council attendee go to the Polk County Website, at Polkdems.org , then to Click ‘n Pledge, and make a monthly contribution to the Polk County Democrats. To complete the transaction, members will need to enter the following: Polk County Dems, PO Box 224, Independence, OR 97351Linda Williams presented figures showing that regular monthly contributions of small amounts could ensure the predictable cash flow needed by the PCD and greatly increase fundraising revenue.
Lisanne Pearcy suggested that future fundraisers, such as the Squantum Whiffle, include entertainers who will play for free.
Timothe Seelbach asked if someone would come scrape her house for painting. Refreshments will be provided. For more information, call 503-581-2869.

Lisanne Pearcy moved and it was seconded that key items to be voted on at Central Committee meetings, including but not limited to budgets, minutes, and bylaws changes be made available to Central Committee members for review on the PolkDems website at least 2 weeks prior to the meeting at which such items are to be voted on. A notice when an item is available for viewing should be e-mailed to all Central Committee members. Central Committee members without e-mail should receive a hard copy in the mail from the secretary.

COMMITTEE REPORTS:
Executive Report:
Alan Holland reported that he had attended a Barack Obama rally in Portland. Obama is an unofficial candidate for President of the US.
Alan also reported that he has been meeting with the Jimmy Carter Oregon campaign as they attempt to bring the former president to Oregon in 2008. The committee, along with other organizations such as Habitat for Humanity and the World Trade Organization in Portland are coordinating a post card campaign to contact Carter. Some in the coalition are skeptical that Carter will come to Oregon.
Alan distributed comments from Reps Darlene Hooley and Earl Blumenhauer, regarding current political issues. He also presented a letter written to Hooley by the Polk County Democrats regarding an impeachment of President Bush and Vice President Dick Cheney
Yes on 49
Lisanne Pearcy asked people to watch for and put up Yes on 49 signs. She made
signs available to council members.
David Papen reported that Dawn Reynolds from Dallas will hold a house party to welcome new PCD members in the Dallas area. The Location, time and date will be announced at a later date.
David also suggested that college students need to be registered. Alan Holland suggested that Carl Fisher of Western Oregon University be contacted regarding registering students. No action was taken on this suggestion.
Meeting with Darlene Hooley:
Timothe Seelbach reported that a number of Marion-Polk Democrats met with Darlene Hooley on this day for an hour. Many in attendance expressed to Hooley their concern for the future of democrats in the state and at the national level. They also spoke of impeachment of Bush and Cheney and of withdrawal from Iraq.

Guest Speaker Valerie Unger, Polk County Clerk, presented information on ballot security and changes to balloting procedures for Polk County, including expanded drop-box hours and locations (see Attachment 1). Discussion followed, in which Val answered questions about the way ballots are processed and problems we have experienced with ballot boxes in past elections.
Guest Speaker Marcia Kelley, Measure 50 "Heathy Kids Initiative," presented the basics of what this Measure would do: Add into the state constitution a tobacco tax of 84 cents per pack of cigarettes, with the funds to be used for health insurance for uninsured children, tobacco prevention programs for children, and safety-net clinics for people of all ages. Old Business.
A. Treasurer Linda Williams presented a Proposed Budget Adjustment for 2007 (see Attachment 2). The purpose was to correct numerical errors in the original budget. During discussion of the budget, Linda also reminded the group of the importance of having a regular income flow. She encouraged every member to set up regular monthly donations - even $5-10/month is meaningful and will help us with planning (see Attachment 3). Richard Riggs moved that we approve the Budget Adjustment as presented.

B. Three proposed policies were presented by the Process & Rules Committee and recommended for CC approval (see Attachment 4). Process & Rules Committee Chair Timothe Seelbach introduced the policies by explaining that our bylaws are the laws we operate under, while our policies and procedures are the "recipes" for accomplishing what is in the bylaws.
1. Committee Policy 01: Communications between Executive Committee and Other Standing Committees.
This policy was discussed and then approved by voice vote without dissent.
2. Committee Policy 02: Officers. This policy was discussed and then approved by voice vote without dissent.
3. Finance Policy 01: Expenditures and In-Kind Contributions. This policy was discussed and then approved by voice vote without dissent.
C. Lisanne Pearcy gave an update on the "Yes on Measure 49" campaign, which is working to revise land-use law in Oregon. Lisanne explained the GOTV (get-out-the-vote) process and called for volunteers. Josh Balloch, campaign manager for Marion, Polk and Yamhill counties brought targeted voter lists, which volunteers could chose from and take home to begin phoning and/or walking their turfs. Anyone wishing to volunteer should contact Lisanne.
New Business.
A. Suzanne Price announced that the position of committee chair for the Candidate Committee is vacant. Anyone interested in this position should contact our Chair Alan Holland upon his return.
B. Jason Brown reported on the Oregon Summit, which took place October 5-7 in Sunriver. Rich Riggs also attended the event. The Keynote Speaker was the Democratic Governor of Montana.
C. Jason Brown announced that he is willing to run again as a candidate for state representative in House District 23, providing he gets strong early support (commitments of both money and volunteers). Jason distributed donation envelopes and circulated a list for people to sign up to pledge time and/or money to his campaign.
D. David Papen made a motion that we contribute $100 to the "Yes on Measure 50" campaign. The motion carried on voice vote without dissent.
E. Wendy Brokaw and Suzanne Price spoke about the Polk Democrat e-newsletter and distributed paper copies (see Attachment 5). Wendy publishes the newsletter monthly on the polkdems.org website. The purpose of the newsletter is to give examples and show how active and dynamic the Polk County Democrats are. Anyone with photos or ideas for articles, please submit them to wendybrokaw@msn.com.
F. Wendy Brokaw honored our Vice Chair Suzanne Price with a certificate of award from Chair Alan Holland for her dedicated service to the Polk County Democrats. Wendy read the text of the award aloud:
"Suzi Price has been extremely busy keeping the Polk Dems presence visible and active at all the local fairs and festivals throughout the summer. With little support from others, she has spent many hours setting up and staffing booths at the County Fair, and festivals in Independence, Monmouth, and Dallas. Additionally, Suzi has been a regular at the Wednesday peace rallies in Monmouth. All this has been done while maintaining her responsibilities and guiding the leadership of the county party, as well as contributing among the Congressional District delegation. Suzi has been the "Rock;" a constant and stabilizing force to keep this county party on track, honest, and moving ahead. As county chair, I would be greatly diminished or even lost without her and am most grateful for her unselfish efforts. Much of the success and recognition for this county party is due directly to Suzi or the efforts of her encouragement and gracious guidance of others. Treasurer: Linda Williams distributed copies of the monthly financial report (see Attachment 6). Our current cash in the bank is $5,804.77.
Executive Committee: No report. The Chair will return on October 22nd.
Process & Rules Committee: Timothe Seelbach reported that the committee is working on developing policies and procedures to help the PCD run more smoothly.
Volunteer Recruitment and PCP Support Committee: David Papen reported that he attended the DNCsponsored training in Salem on October 10 and was impressed with its content. Dawn Reynolds is hosting a party in her home to welcome new Dallas-area volunteers on November 4th.
Fundraising Committee: Fred Brown discussed options for a year-end fundraiser mailing and telephone drive, given its $500 expense budget.
Events Committee: Kathy Smits reported that next month's program will address alternative energy and is entitled "How to Go Solar in Oregon" with speaker James Reismiller of Abundant Solar LLC.
Communications Committee: Wendy Brokaw had already presented during New Business.
Candidate Committee: Rich Riggs stated he still working with Paul Evans to persuade him to run for House District 20 in 2008. Paul should be announcing his decision by the new year.
Announcements/For the Good of the Order.
Fred Brown announced that the highway litter clean-up needs to be rescheduled because not enough people showed up on October 7th.

Lisanne Pearcy introduced the guest speaker, James Reismiller, from Abundant Solar, who spoke about Alternative Energy.

Treasurer's report: Treasurer, Linda Williams distributed the financial report. There was no comment or action on the report.
Committee Reports:
Finance and Fundraising: Fred Brown reported that a fundraising letter will go out to Polk County Democrats within the week. He asked for volunteers to phone Polk County Democrats prior to the mailing. Fred asked those interested to see him after the meeting.
Process and Rules: Alan Holland thanked Susanne Price, Lisanne Pearcy and Timothe Sealbach for their work on process and rules.
Volunteers: David Papen reported that he attended a meeting at which he heard from a representative of the Democratic National Committee who suggested that each Precinct Committee Person visit the same 50 people at least once every 3 months. Papen also asked for Central Committee members to attend a volunteer committee meeting, yet to be scheduled.
Peace Rally: Susanne Price reported that a Peace Rally has taken place every Wednesday since May 1, 2007 in the Monmouth, Oregon City Park. She encouraged people to attend.
NEW BUSINESS:
Tom Ferron moved to approve giving $200 to the Fundraising Committee. Motion passed.
Fred Brown moved to reimburse John Freeburg up to $40 for a T-Post Puller. Motion passed.
Committee Chairs are asked to submit their 2008 budgets and inventories (of what they have in their possession) to the treasurer, Linda Williams, by November 20, 2007.
Alan Holland announced that Oregon Senator Vicki Walker will be our guest at the December Central Committee meeting to be held December 13 at Salem Electric in West Salem. The group expressed a desire to invite Kate Brown to the January Central Committee meeting.
The location of the Holiday Party has been changed. It will be held on December 15, 2007, 6:00 PM at Alan Holland's home, 530 Riverview Dr. NW, Salem. Phone 503-371-3920, or e-mail gloriabhs@comcast.net.
Alan Holland reminded people to contribute to the Polk County Democrats on a monthly basis by contacting your bank. For more information, contact Linda Williams.
Lisanne Pearcy moved that Alan Holland draft a letter to Cindy Kimball to seek to reschedule their film series in 2008 to avoid conflict with our Central Committee meetings. Motion passed.
Fred Brown moved that the Polk County Democrats continue to schedule our meetings on the 2nd Thursday of each month. Motion passed.
Announcements: The Polk County Democrats' Highway clean-up will be held on Sunday, November 11, 2007. West Salem residents will gather at the Hollands' at noon to watch a video, then all participants will gather at the Rickreall Fire Station at 1:00 PM.
